Replaces libcurl4-openssl-dev with libonnxruntime-dev in Ubuntu setup script. Removes manual ONNX Runtime download in CI and re-enables plugin packaging, artifact upload, and cache steps in the build workflow.

CMakeLists.txt was modified to include libonnxruntime.so into the deb package.
